He makes a couple of calls, one to the coroner, which takes away Hiro, and another to replace him. Carmello brings in the new person.

No, there won't be any construction of any tourist buildings involved. But I will repeat the mission for you so you can have an idea of what to do.

1. Equip yourself with weapons from the storage room, maybe a disguise or two, and any way you can break into the airport unnoticed.
2. Make your way into the airport undetected.
3. Raid the plane and incapacitate or kill any guards that you can.
4. Collect the weapons and stow them away.
5. Take them back to the mansion.

Oh, appropriating goods in the name of Tropico! That is simple.

Step One! El Presidente grabs a pistol from the storage room, and gives Penultimo a rocket launcher, a machine gun, a sniper rifle, several pistols, and multiple bandoliers of ammunition. 

Step Two! Getting into the airport unnoticed is easy, of course. Penultimo sets up a large pile of canned pineapples outside the airport, attracting the attention of literally everyone else as to what the canned pineapples might be for. The pair walk in while everyone else is looking at the canned pineapples.

Step Three! The Airplane and guards are no match for El Presidente's strength and capabilities. (Those strengths and capabilities being "telling Penultimo to shoot a rocket launcher at the plane so it can't take off and shooting at the plane a lot with the smaller arms.")

Step Four! The weapons are already in the airplane, which now has no alive guards in it. Collected and stowed!

Step Five! El Presidente calls upon the local teamsters to take the weapons, 800 units at a time, from the plane to the mansion.

El Presidente and Penultimo has tolled a 3, 8, 7, 2 and 5 for a total of 25 points.

1.You get a pistol, but unfortunately, you can't find that much of the assorted weapons you're looking for, so Penultimo will have to settle for a few pistols and a limited amount of ammo.

2. The people here are strangely fascinated by the pile of canned pineapples. Why is that exactly? They hungry or maybe they just love pineapples so much, they can look at them all day. You don't have any idea why these people are so obsessed with the canned fruit, but it works as you all head into the airport.

3. Luckily Penultimo finds a rocket launcher that he launches at the plane, and manages to hold his own pretty well taking out the guards in the area.

4. They are not as stowed away as you think they are. You can see they've been left outside. Those lazy bums haven't even loaded them up in the plane yet. But hey, that's what you have Penultimo for.

5. The 800 units you all order them to take does get them all tired eventually. They eventually have to half it to get it all to the mansion but you do get them to the mansion, even if it took longer than you wanted it to.

Presidente! The mission is complete, and we have gotten all the weapons! The only issue we encountered is that we accidentally shipped the canned pineapples to Santa Barbara, California, instead of back to Santa Barbara, Tropico.
