Think of it from her perspective; the base is an easier target than the regions to her southwest, in terms of factions. How about we surround the base, and wait for any proper developments in the area before we determine who receives it. We don't need to determine everything immediately; just make sure that we have our base of control."

I would rather have the Base's resources be put into play, and into use, sooner rather than later. I cannot see a reason why I would not take the Base now, and then discuss with Banks what can be done to alleviate the situation, Fox.
