For future reference, if you're going to use a role like that, here's how I'd do it. (Mostly based on the Glitch role in some Trouble in Terrorist Town servers and showcased in Yogscast videos.)
It surprised me that people were allowed to PM each other whenever. It's not something I've seen very much at all, but it kind of reminds me of Town of Salem, which had a similar feature.
It might just open the way for this kind of role to break the game again. Also considering that (unless someone changes their name) if anyone has that kind of role again, it's likely to be Florien, I don't think we should really use it for this specific game any more.

- Doesn't see scumchat, if it's available to the actual scum. While alive, could anonymise/disable scumchat and/or even split the scumteam into Traitors.
- Investigative results imply they're scum. (Mostly as a nerf to the second part of the above.)
- Scum are warned about it in their role PM. ("One of your 'partners' is actually Town/a [role].", "Your possible partners are:")
