Probably ropes that were already on the set. It's a soundstage with lots of ropes for various things, and the steamboat set dressing had ropes for various purposes as well.

You do find evidence of tampering to the plumbing in the studio, where the artificial river was entering.

They could've been walked in, sure. The wet part of the stilts does only seem to go up to flood level.
