Find that something different. [8]: The victim was shot lying on his back... and there's faint rope burns around the torso... and there's a bruise on the back of the victim's head. This is not the case with any previous victims to your knowledge.

Find protective gear [2]: The most protective thing you find is a bulletproof vest in the "numbered officers only" room in the police base, which isn't great for what you want.

Find rope [4]: You find some butcher's twine in the store. It's complimentary with any purchase of meat from the butcher counter! You do not find any full-sized rope.

Investigate the manhole [7]: You don't get horribly injured in your fall down the ladder caused by jumping. Somehow. The smell is quite bad, and a big pulley lies on the floor.

Hmmm... Well, most of those killed earlier in the night, except for last night, were those shot after death. Why would they shoot someone with buckshot after death? Doesn't that seem redundant? Unless they were trying to cover up something or make it look consistent with a different MO.

Explore the Manhole! [1]: Yep, it has a ladder, and a shaft down, and all that. Oh, you mean "explore the sewers". Well, you try, but you get distracted when a rat bites you and don't. You probably have at least eighty different infections that you're going to get from that bite.
