There was a German/English/German-English monk born in the 13th-14th century (i think it was around 1275) who became a successful politician in America (even though i think it was before the time when the position of president of America existed). It turns out he was some kind of eldritch horror, expanding the void in animal-shaped patches (I remember at least leopard/cheetah). At one point, there was a 1950s Bond-style spy character sent to investigate, and the monk/politician/w/e was magically changing the names of the streets, causing confusion amongst the investigation party (they were in a car).
