If Mila's house was burned down to make sure no one could tell that the shot was taken from her roof, then it would make sense to move the rifle to someone else's house to make it look like someone else had taken the shot from their house and just left the rifle nearby. What I don't understand is why someone would want to cover up that the shot was taken from Mila's house. It seems like it would be a non-issue. Mila would have been in the safehouse, so it wouldn't be tied back to her taking the shot anyway.
Unless it was some kind of plan to get Mila removed from suspicion because her house got burned down, but that seems like a stretch. This is a tricky one. Oh, or it could be to remove Lucky from suspicion because Lucky has a gun in front of his house which would be a really obvious framing attempt. Unless it really is that, and... uhh... this is complicated.
