CATS has a Secretive Devising! Thus goes it. Stealth with some element of bluffing lights the way, though entry is not so easily achieved. Archive employees are few, and new hires are rare. Met with suspicion, CATS has to rely more on being stealthy, not so easy when one's face is marked with various lights and things. CATS scans the archive with a glorified barcode reader while sneaking around, and that actually works pretty well. The files are found without having to manually go through every box in the place. The Setting up us of the bomb however causes some minor issues when it detonates. The files are destroyed and the building is mostly intact, and indeed, no one hears immediately after it goes off... however, when the files are searched for for public release, it's clear they've been maliciously destroyed and stolen, by the blast marks around the shelf. CATS is already clear of the building by then though, running with the charred and torn documents in a bag. Valdragon questions this, but the "janitor stuff" excuse works fine. He does not bother to look in the bag. Thankfully, the bulletproof vest does not need to be used today.
George has a Malevolent Idea! Using an Alias, he bluffs his way into the building as an inspector. He very slowly makes his way through the files manually. He steals some cigarettes which have been left lying around and starts a Totally Inexplicable Fire with them. However, Colonel Valdragon has arrived before the fire started due to the very slow hunt for the documents, and spots the cigarette burning some of the documents. Some are damaged, but the fire is ultimately extinguished before it can spread and destroy all the documents needed. There'll be a delay, nothing more. The workers are questioned, and all punished for the crimes of whichever left the burning death stick lying around, because none will step forward. They're forced to work overtime with no pay. Meanwhile, George has already left unquestioned, having lost the opportunity to do further damage without getting caught and presumably shot repeatedly.
