On ideas, maybe something along the lines of the following.
Refugees have fled a warzone some time in a *[vague handwavy time period in a vague location somewhere (that probably has snow and/or flooding problems for the bad weather thing mentioned later in this post)]*. Magic may or may not be a thing in this setting. They come across an old guard post with a few soldiers assigned to the marginally less miserable fate (relative to being cut apart on the front lines) of isolation in a tiny wilderness village, which has its own citizens, and the groups are forced to coexist by external circumstances and bad weather, despite tensions over the limited supplies.
Might be a bit bleak and only an appealing idea to me though. It certainly has a reasonable amount of potential conflict points for interesting interactions.
