CATS has a plan to save the day. First, password locks. They work great, until the pilots stop changing them out of frustration. Even then they still work pretty well because you're not supposed to ask the password, though there is an occasional problem of the pilots getting locked out of the spaceships. Then, the textbooks are swapped out for much more propaganda-heavy ones, and any questions are answered with "no, that's the way it is." This simple strategy works nicely. The third part of the plan, offering to take people's shopping trip for them and then walking off with their ration cards, works well. When people complain about the fraud by government officials, they just get told it was a test and that it's illegal to give another person your rations card.
