I'm not sure either, but I have to assume if they're targeting Time Police they want to make an alteration to the timeline that wouldn't be allowed to stand if the rest of us caught them. Which sounds like... any alteration, really. The higher-ups do sound strict about that sort of thing. If only we knew what they were trying to alter...
