...I agree. Terribly wasteful. But the zombie or zombies are creating more dead bodies and wasting the minds of the people inhabiting them.
...And wasting their dead... minds, brains... by not even using them for food, but we won't get into that.

Claire's Execution
Frankie finally finds her tranquilizer gun – it was thown into the ocean, just like the axe. As she goes to clean it off, it misfires. There seems to have been a rock stuck in the barrel. That wouldn't have been terrible – Frankie isn't pointing it at anyone. But the rock hits the stump of the tree, and ricochets... straight into Claire's brain.
Ooh. I know she was just sentenced to execution, but that. She had a really bad break there.
Frankie is alarmed, and runs over to check on Claire. She didn't mean to... Something about the brains makes Frankie look closer, though. She can confirm it... Claire was a ZOMBIE.

He was literally just eating food during Tina's body discovery stuff (or rather, I was offline and it would be weird to walk in late), but clearly doesn't have much empathy for the zombies' deaths. He's not even aware of it himself...
He also starts to scribble on another parchment from his pocket. Nobody's gonna question it, I bet, but he's certainly got at least a month's worth of letters' worth.
