Nerva gives the cat space, so as not to crowd it.
Or possibly because he thinks that somehow petting it will make it kill him.
Or possibly because he just doesn't want to debase himself by attempting to bribe a creature that probably doesn't fully understand how bribes work.

Don't be ridiculous, it sounds nothing like bees. It sounds like the whir of a flight of helicopters. Or possibly the wheel of fortune if the pegs were covered in padding. Bees do not sound anything like a cat. Bees sound like the vile insects that they are. Worthless creatures, with a long campaign of deception extolling their supposed virtues, when in reality, those who claim they provide a thing for us are WRONG!

It is quite the decision, or so one might assume. It is a ridiculous thing to start with, clearly an attempt to get us to stop threatening to follow the PA system's wires to wherever the signaler calls from by eliminating one of us, and then simply saying it was our fault to vote for the one who dies. It is a transparent ploy, and for that matter, not a very clever one.

All available in-store windows are fakes, and all the entrances and exits to the IKEa lead to an unendurable bright white light.

Ah, it's quite obvious, if you stick around long enough, Sasha. You see, this is the standard protocol for a quote-unquote "murdergame". People are dumped in a relatively sealed location, in this case apparently sealed by floodlights because giving people hope of escaping to make an example of them when they try is apparently not good enough, and ordered to kill each other. In this case, it appears we are voting, and whoever gets the most votes will immediately be made dead, presumably.
Nerva makes what seems to be an attempt to shrug, but it's fairly difficult to be sure with how little he moved his shoulders.
That is simply the way of the world. Certainly these things are rare enough, but they do make headlines when they happen, usually. Why, I believe there are records of such practices of these murdergames dating back to the Armenian Empire. (Or the kingdom of greater armenia if you prefer to call it that.) Of course, amateurs like this particular one are foolish enough to allow an apparently normal cat to play, probably because they couldn't get an actual target to fill that slot. King Mithradates would laugh, were he not dead for over two thousand years.

Arline glances back at Vriska and quickly waves. After a second or so, her face briefly takes on an expression of surprise.
Scanning the room, she ends up so confused by the amount of ovens that may or may not be ovens that she burns herself out and forgets to check if they're operational. No point now... she decides, and turns back.
She sees Lucky and descends into gleeful gibberish.
How didn't I notice you before?! she says before charging in to pet and cuddle him. There's no way you can be bad, you're a cat... she whispers to him.
Back to the task at hand.
Uh... whoever we votes dies, right? Hey, I know I've only just seen this cat, but... I find any of you son-of-a-guns voting this cat out, and none of you comes out alive! You hear me?!
Close enough.
