... Eh, let's not worry about that detail. Somehow or another, Ranma gets a flare lit and drops it off the balcony.
The sssssss noise of the sparking flare once again cuts off abruptly very shortly after the flare passes through the clouds, even though it's (just barely) still visibly glowing and giving off smoke.
