The Costanza Plananza
1. Well, this is the part where I go in and tell everyone I'm Art Vandelay, building inspector. That I've been sent here to make sure the building is up to code. I need to look around and make sure everything here is all structural and sound.
2. Then what I'll do is look around and somehow make my way into the files. Should anyone come in and question me, I'll keep looking for cracks until they leave me alone. Then I'll keep scrolling through the files until I somehow manage to find them all by dumb luck.
3. Then, while no one's looking, I'll sneak by and take one of the worker's cigarettes and lighter and I'll light a cigarette near the papers, and seemingly "forget" about it, which will cause a huge fire. And naturally, I'll panic and run out the door. The fire will burn away the documents and the person I stole the cigarette and lighter from will get the blame for it!
4. And hopefully, everyone else, including Valdragon, will be distracted long enough by the fire so they won't pay any attention to me. And if they do, I'll just tell them Sendri sent me on some important business and convincingly weasel my way out of this one and they'll move on to the next inspection.

CATS has a Secretive Devising! Thus goes it. Stealth with some element of bluffing lights the way, though entry is not so easily achieved. Archive employees are few, and new hires are rare. Met with suspicion, CATS has to rely more on being stealthy, not so easy when one's face is marked with various lights and things. CATS scans the archive with a glorified barcode reader while sneaking around, and that actually works pretty well. The files are found without having to manually go through every box in the place. The Setting up us of the bomb however causes some minor issues when it detonates. The files are destroyed and the building is mostly intact, and indeed, no one hears immediately after it goes off... however, when the files are searched for for public release, it's clear they've been maliciously destroyed and stolen, by the blast marks around the shelf. CATS is already clear of the building by then though, running with the charred and torn documents in a bag. Valdragon questions this, but the "janitor stuff" excuse works fine. He does not bother to look in the bag. Thankfully, the bulletproof vest does not need to be used today.
George has a Malevolent Idea! Using an Alias, he bluffs his way into the building as an inspector. He very slowly makes his way through the files manually. He steals some cigarettes which have been left lying around and starts a Totally Inexplicable Fire with them. However, Colonel Valdragon has arrived before the fire started due to the very slow hunt for the documents, and spots the cigarette burning some of the documents. Some are damaged, but the fire is ultimately extinguished before it can spread and destroy all the documents needed. There'll be a delay, nothing more. The workers are questioned, and all punished for the crimes of whichever left the burning death stick lying around, because none will step forward. They're forced to work overtime with no pay. Meanwhile, George has already left unquestioned, having lost the opportunity to do further damage without getting caught and presumably shot repeatedly.

1. Figure out a way to get into the archive where the lists of blocked websites and reasons for why they're blocked are stored without arousing undue attention.
"Bring Ms. Misato with me! Surely we can pretend to be on NERV official business! The only problem would be keeping her sober enough to sell a lie…"
2. Solve the mystery of the inconsistent and archaic filing system to find those lists. Somehow. And FAST.
"Please, I'm a German, inconsistent and archaic design is in our blood! I can figure it out in no time!"
3. Destroy those documents in a way that looks like an accident.
"I don't think my Eva will solve this…oh! I know! This is when I give Misato her bottle back, and tell her to drink to her heart's content! We all know drunk people do the stupidest stuff, so hopefully she can destroy it while making a mess."
4. Think of some way to hide the whole mess you're in or are creating when being inspected by Colonel Valdragon, to make sure no one gets shot.
"I can pretend to be looking after Ms. Misato after she's wasted out of her mind. How I'll explain her being drunk on the job and where she found the alcohol? Er…just play dumb!"

Eridan, meanwhile, has managed to drag himself back because walking on that leg isn't gonna happen any time soon. There's a trail of violet-colored blood, too. Ouch.

Asuka has a... <synonym for clever> <synonym for plan>! Thus it shakes out! First, she brings someone else with her. On official business of course. This goes alright, the bored employees don't even ask for proof of the business, and assume NERV is some Alliance Group. Next, Asuka uses German Skills to find the files. It turns out going in without a plan other than use Advanced German Skills is fairly slow at finding the files. (Though still faster than randomly looking, if not particularly.) Getting someone drunk and letting them do things next to the files is slow to destroy them though. Eventually, the files end up destroyed via shredder, and Valdragon is through the door already to witness this. Misato is immediately shot to death over the shredder, but Asuka manages to get away before getting shot herself. Misato fully takes the fall.

The screen lights up... and Lanthanide is standing behind Valdragon, who's busy wearing sunglasses indoors and taking up most of the screen.
You are all disappointments, and I'm shocked you all haven't died of your borderline cultural treason.
He then turns to Lanthanide.
Remember Captain, one in twenty is the minimum, one in three is optimal. This comes from MY commanding officer, not from me, so you'd best think hard on that, unless you want to end up part of the twenty.
He turns back to address everyone, and Lanthanide holds up a paper with something written behind him where you can see it. It says "Mark Feb. wins the Patriot Points" with "Don't Say Anything or React" underlined.
In conclusion, do better. I dare you to do better, for the good of the nation and for yourselves. Your lack of effort is shameful to everyone.
And with that, the Colonel leaves. Lanthanide finally speaks.
That was a MESS. Now, Y'all saw mah message, an' Eridan's yer presidin' member by word of George right now. An' BE CAREFUL WHO YA PUT AS CHAIR! If it's the leader of the rebels, we're all fucked!
