Yeah... I'm suspicious of the guy, too. Honestly, for night work... I wouldn't be that surprised if it was a night worker and they were slipping off for a few minutes to do this.

Find people who knew Jane Doe (with the asking of the questions being implicit.) [7]: You do that and find out that she'd been talking a lot recently. Claimed she'd uncovered some "big conspiracy", but most people just assumed she was off her head.
Three people out for a warrant: You all badger Seko to get you one, and eventually she tosses an unfilled one out and tells you to fill it. Your forgery is good enough, and you can easily bluff your way into Romero's place. Together, you search, and find out that Romero has a place in one of the flophouses in the Catkin.
Arms dealer! [5]: They sell guns and ammunition of questionable legality and a wide variety of types. There's a lot of workers there too, at least twenty or thirty of them.
Check again about that Pete [6]: You ask the Bartender politely whether or not Pete's last name is Romero. It is. They are the same person. Also, you go for the security cameras successfully... [7]: and it turns out that there isn't much footage. The cameras get turned off at 2 AM, which is closing time for the bar, and the murder happened later.

Meanwhile, Anaheim is trying to cut a door open with a knife. [4]: This is going about as well as you would expect a normal knife against a decent quality solid wood door to go. Lovely scratch marks, but it doesn't look like you're getting very far through the door.
